ESSENTIAL DUTIES & CORE COMPETENCIES
Responsible for all real property right transactions as needed. Specific duties include managing customer encroachment and release of easement requests; department support for customer co-location requests and engineering easement requests; construction and maintenance damage settlements; and distribution and transmission obstruction and clearance issues. Other duties include assignments and projects pertaining to real property right transactions paying particular attention to detail while meeting project deadlines, following established Land Management Policies and Processes and the appropriate record retention schedules. Consistent and reliable attendance is required.
- Negotiates, coordinates, and prepares all necessary easement and/or contract documentation needed to establish appropriate legal rights for placement of distribution and/or transmission projects including surveys, exhibits, and real property legal descriptions using GIS/CAD and other comparable land base programs.
- Identifies potential real property related damages due to placement of facilities for distribution related projects and communicates to appropriate staff.
- Manages distribution and transmission related functions of the department including review of engineering design, public records of real property interest encumbrances, and other use restrictions impacting proposed projects.
- Manages outreach efforts to resolve obstructions within established easement areas and prepare appropriate documentation necessary.
- Manages outreach efforts for requested release of easement needs and prepare appropriate documentation necessary.
- Reviews all filed building permits for potential obstructions or clearance violations.
- Reviews real property land records for accuracy and coordinates with peer departments for appropriate entry into the land base.
- Administers cellular communication tower license agreements by tracking income, certificate of insurance requirements, and renewals.
- Coordinates efforts for real property related damages caused by construction and maintenance activities.
- Provides staff support for appraisal review and negotiations on right-of-way acquisition and eminent domain process.
- Maintains general awareness of elements and conditions effecting the local real estate market including future land use changes and trends.

EDUCATION and/or EXPERIENCE
- Bachelor’s degree in Business Administration or related field, and
- Six years of real property appraisal or right-of-way experience, or
- An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
CERTIFICATES, LICENSES, REGISTRATIONS
- Valid driver’s license
- Certified general real property appraiser preferred
- Real Estate license preferred
